GSA Launches OASIS+ Contract Program’s Phase II

The General Services Administration has launched the second phase of the One Acquisition Solution for Integrated Services Plus, or OASIS+, contract program, adding five new service domains as part of its efforts to consolidate procurement.

What Are the 5 New Service Domains of OASIS+?

GSA said Thursday the five new service domains of OASIS+ under Phase II are business administration, financial services, human capital, marketing and public relations, and social services.

The five new domains are in addition to eight existing domains: management and advisory; technical and engineering; intelligence services; R&D; logistics; environmental; facilities; and enterprise solutions.

“GSA continues to deliver on President Trump’s priority to streamline and consolidate federal procurement to deliver savings to American taxpayers and improve the buying experience for federal agencies,” said Josh Gruenbaum, commissioner of GSA’s Federal Acquisition Service.

“This expansion provides federal agencies with a broader range of comprehensive professional service solutions and creates new opportunities for qualified industry partners,” added Gruenbaum, a 2025 Wash100 Award recipient. 

According to the agency, the latest phase ensures the contract program’s compliance with an executive order on procurement consolidation and aims to increase opportunities for industry partners to provide more comprehensive services for agency customers.

GSA identified critical service areas after conducting extensive market research, which included customer engagement, a request for information in June and an in-depth spend analysis.

What Is GSA OASIS+?

OASIS+ is a suite of six multiple-award, indefinite-delivery/indefinite-quantity contracts with a five-year base period and a five-year option term. These contracts are Unrestricted; Total Small Business; 8(a) small business; women-owned small business; HUBZone small business; and service-disabled veteran-owned small business.

The contract program seeks to meet federal agencies’ non-IT service requirements, promote competition among service contractors and eliminate barriers to entry to maximize small business participation.
