The Department of Homeland Security expects to award a contract worth more than $100 million in the first quarter of fiscal year 2026 for construction program management services tied to the ongoing U.S. southern border barrier effort.
What Services Will DHS Require for the Border Wall Program?
According to a DHS Acquisition Planning Forecast System notice posted on Thursday, the anticipated award would be under a GSA Schedule vehicle, with work expected to continue through March 2029.
The selected contractor will serve as an independent quality assurance partner to the agency. Core responsibilities will include construction program management support, value engineering, delivery schedule improvements, cost optimization, quality and safety oversight, and risk management.
The contractor will also be tasked with producing integrated master schedules, risk-adjusted cost estimates, a program management plan and real-time performance dashboards.
DHS states the support is intended to ensure the border wall program reaches completion on schedule before the end of the Trump administration, while maintaining compliance with government standards and technical requirements.
The anticipated contract will use a fixed-price incentive fee structure.
Solicitation was expected to be released on Nov. 20.
