DHS Plans Recompetition for $100M ICE Tactical Communications Contract

The Department of Homeland Security expects to award a follow-on contract worth over $100 million to support the engineering, maintenance and technical needs of Immigration and Customs Enforcement’s tactical communications systems.

According to a notice posted on the DHS Acquisition Planning Forecast System on Thursday, the anticipated award will replace ICE’s current contract for such services with incumbent CACI International. The existing award is set to expire in March 2026.

What Is the Purpose of the New Contract?

The new contract is intended to sustain the capabilities of ICE’s tactical wireless communications network and prevent operational gaps before the current contract’s expiration. The communications network underpins field operations and mission coordination, ensuring secure, uninterrupted access to critical intelligence, logistics data, investigative reports, assignments and administrative support.

What Work Will Be Covered?

The contract will support the tactical communications system life cycle activities. Scope areas include:

  • Operations and maintenance: Provide development, modernization, staging, implementation, testing and ongoing maintenance support.
  • Technical and engineering: Deliver engineering services, project management, field assessments, site surveys and spectrum management to optimize system performance and reliability.
  • Subscriber equipment support: Facilitate mobile radio installation, system updates and asset tracking.
  • Training and interoperability: Support for federal, state, local and tribal partners to enhance communication and coordination capabilities.

When Will the Contract Be Awarded?

The contract, anticipated to include both firm-fixed-price and time-and-materials elements, will be competed under the Tactical Communications Equipment and Services II contract vehicle.

DHS expects to release the solicitation by Jan. 26, 2026, with an award projected in the third quarter of fiscal year 2026. The new contract is scheduled to run through March 2030.
