The Defense Information Systems Agency has announced its intent to award a sole-source contract to By Light Professional IT Services for a Full Content Inspection, or FCI, managed service as part of efforts to strengthen the Department of Defense’s cyber defense capabilities.
According to a notice published Friday on SAM.gov, the initiative will utilize the proprietary Trinity Cyber or the TC:Edge commercial off-the-shelf software subscription.
The contract will have a one-year base performance period and four option years and is expected to begin in December, according to the justification for other than full and open competition document.
What Is the Scope of the DISA FCI Managed Service Contract?
The proposed firm-fixed-price, indefinite-delivery/indefinite-quantity contract will establish By Light as the exclusive provider of TC:Edge services for DISA. The single-award IDIQ contract encompasses the procurement, delivery, installation, configuration and sustainment of the FCI platform, which will operate across DISA’s global internet access points, or IAPs, according to the performance work statement.
Under the managed service model, By Light will provide all necessary components, including software, hardware, subscriptions, maintenance and lifecycle replacement, to ensure continuous modernization and predictable costs.
The FCI capability leverages TC:Edge technology to detect and neutralize malicious cyber activity in real time while delivering comprehensive threat analytics to support DISA’s Defensive Cyber Operations mission.
The contract allows for surge support during the base or option periods to address increased operational demands.
What Is FCI & How It Supports DOD Cybersecurity Efforts?
According to DISA, FCI includes an on-premises or cloud-based hardware stack dedicated to DISA network and non-DISA network traffic at the IAP and boundaries.
Deployed across DISA’s 10 global IAPs, the capability scans Non-classified Internet Protocol Router Network, or NIPRNET, traffic and enables advanced threat protection against malicious cyberthreats and files with the ability to scale and meet future expansion.
DISA stated that the managed FCI service is critical to maintaining secure infrastructure and ensuring DOD mission partners have secure access to their applications.
