Naval Facilities Engineering Systems Command, or NAVFAC, Pacific has awarded eight companies spots on a potential eight-year, $15 billion multiple-award contract to provide construction services in support of the Pacific Deterrence Initiative, or PDI.
The Department of War said Wednesday NAVFAC Pacific launched a competitive procurement process through SAM.gov and received 13 proposals for the indefinite-delivery/indefinite-quantity contract.
In a statement published Wednesday, Capt. Brandon Casperson, U.S. INDOPACOM J44 engineering division director, said the PDI multiple-award construction contract “streamlines the acquisition process for major infrastructure projects, enabling faster execution of essential posture improvements across the INDOPACOM area of responsibility.”

Through the contract, the military branch awarded ECC Expeditionary Constructors a $116.3 million task order to design and build a Helicopter Sea Combat Hangar Complex. Work includes the main hangar facility, ancillary facilities and various site features.
Work on the firm-fixed-price task order will occur at Andersen Air Force Base in Guam through November 2028.
Other vendors were awarded a $25,000 minimum contract guarantee.
Scope of the PDI Construction Contract
According to the Navy, the contract may include projects in Australia, Papua New Guinea, Timor Leste, Micronesia, the Philippines, the Commonwealth of Northern Mariana Islands, Midway, Wake Island and other areas under NAVFAC Pacific cognizance.
The work to be performed under the PDI construction support contract includes new facilities, repair/renovation and upgrades to various facility types, including wharves/piers, dredging, aprons, runways, fuel storage, hangars, roads and other base infrastructure facilities.
