Real-time decision advantage, she said, now depends on the ability to leverage AI systems that rapidly analyze diverse inputs, distill meaning and surface insights just as events unfold.
“Our success will hinge on deploying these AI capabilities responsibly to outpace adversaries, forging responsive public-private partnerships and maintaining resilience, even as networks and datasets are continually contested,” said Glaubman, founder of GMG Consulting LLC.
OSIRIS: The CIA’s Venture Into AI
The CIA’s OSIRIS platform is an example of how the agency is leveraging AI to better harness available data to improve U.S. national security. According to a white paper by Jennifer Ewbank, former CIA deputy director for digital innovation and a two-time Wash100 Award winner, OSIRIS showcases the powerful integration of AI in open-source intelligence, which, until recently, relied primarily on human labor and expertise.
In her white paper, “The Role of AI In the U.S. Intelligence Community: Current Uses and Future Developments,” Ewbank describes how OSIRIS now uses a large language model to distill and present vast amounts of OSINT, itself the result of AI-powered workflows, providing summaries and facilitating user engagement via a chatbot.
OSIRIS leverages decades of human expertise and curated data, guided by subject matter experts and processed at machine speed to deliver actionable insights. Ewbank emphasizes that OSIRIS doesn’t produce analytic products. Instead, it helps the intelligence professional make sense of the massive volumes of OSINT.
“The chatbot can be used to sharpen thinking, question assumptions or explore alternative scenarios—all useful functions for the intelligence professional,” Ewbank said.
OSINT and GenAI Technology
Generative AI is expected to be revolutionary for intelligence professionals in predictive analysis. One company, Rhombus Power, has developed an AI product that leverages more than 5,000 datastreams in 250 languages put together over more than 10 years, according to the Associated Press.
Rhombus Power’s GenAI product uses satellite imagery, worldwide news sources and data cyberspace, all of which is OSINT. The company describes its GenAI platform as detecting minute changes and subtle correlations that would be invisible to human analysts. Rhombus Power cites customers including the Department of Defense, the Defense Intelligence Agency and U.S. Special Operations Command.
Another company, Primer AI, offers AI-fueled search in 100 languages. Primer AI’s product helps “detect emerging signals of breaking events” of social media platforms including X, Telegram and Reddit and identifies critical people, locations and organizations, the AP reported.
