CGI Federal has secured a $213.8 million contract from the Department of State to support book print personalization facilities for U.S. passports. The contract, announced on Tuesday via SAM.gov, covers services for the Bureau of Consular Affairs.

The facilities process U.S. passport books through personalization systems that integrate secure printing, binding and mailing operations. Under the contract, CGI Federal will manage end-to-end passport book personalization services. Work covers facility operations and maintenance, staffing and workforce management, security compliance and implementation of technology systems that support passport production. The company will be responsible for ensuring quality control, meeting surge requirements during periods of high demand and providing equipment management, system support, workflow optimization and data reporting services to ensure the Department of State meets production and delivery targets.

Expanding Consular Support Services

The Fairfax, Virginia-based company has managed the State Department’s book personalization facilities since 2006 and has provided passport application processing support since 1992. In addition to the work under the new award, CGI Federal is responsible for passport processing support at three centers and 24 agencies across the United States under a separate $378.1 million contract awarded in May 2024. That effort runs through 2026.

The State Department has also turned to CGI Federal for visa processing support overseas. In October 2024, the company won three task orders to provide application services in Scandinavia, Central Europe, China and Southeast Asia. The task orders are part of the $137.3 million Global Support Strategy for Overseas Consular Support Services 2.0 indefinite-delivery/indefinite-quantity multiple-award contract, which runs through 2032.

The awards reflect CGI Federal’s long-term partnership with the Bureau of Consular Affairs. In 2017, the company secured a potential five-year, $900 million contract to produce over 20 million passports and travel cards.

CGI Federal is using its Atlas360 customer relationship management platform to manage visa processing operations, supporting about 5 million applicants annually across 72 countries and in 39 languages. The platform incorporates artificial intelligence and natural language processing to improve call center services, automate email responses and streamline customer interactions.
